7 reasons to refuse selective service

AN INITIATIVE REQUIRING THE MUNICIPALITY OF ANCHORAGE TO APPOINT A TASK FORCE TO STUDY AND REPORT ON EXEMPTION FROM SELECTIVE SERVICE SYSTEM REGISTRATION AND TO SEEK CHANGES IN EXISTING LAW TO AUTHORIZE THIS EXEMPTION.

I, the undersigned, affirm that I am a qualified Anchorage voter, and I request that the following initiative be placed on the ballot for the next regular municipal election, as provided by law:

BE IT ENACTED BY THE PEOPLE OF THE MUNICIPALITY OF ANCHORAGE:

Section 1. Selective Service Registration Exemption

(a) The Municipality of Anchorage shall appoint a volunteer task force to study the effects of making residents of the Municipality of Anchorage exempt from registration with the Selective Service System and how that may best be accomplished, and to issue a report on its findings and conclusions.

(b) The Municipality of Anchorage shall seek changes in existing law to implement the recommendations of the task force.

(c) Within thirty days after the effective date of this initiative, the Mayor shall contact the appropriate officials of the Selective Service System, and advise them, in writing, that the residents of Anchorage desire to be exempt from the registration until the task force issues its report.

(d) In the event that this task force cannot be appointed as a matter of law, or its creation cannot be authorized and directed through the initiative process, is not created within one year from the date of the effective date of this initiative, or does not issue a report within two years of that date, then the Municipality of Anchorage shall seek changes in existing law to implement the exemption from registration with the Selective Service System.

Section 2. Severability

The subsections of Section 1 of this Act are independent and severable, and if any subsection, or the applicability of any subsection to any person or circumstance, shall be held to be invalid by a court of competent jurisdiction, the remainder of this Act shall be affected and shall be given effect to the fullest extent practicable.

This petition was first circulated (date to be determined). Signatures on this petition must be secured within ninety (90) days of first circulation, or no later than (date to be determined).
